New York illustrates the more common approach. Its General Business Law heavily regulates the commercial armored-car industry — carriers transporting valuables for hire must carry at least $10,000,000 in risk insurance, and their armed guards must pass fingerprinting and a 47-hour firearms course before the Department of State issues a permit.[19] None of that regulatory weight touches a private citizen who simply wants to drive a personally armored car to work — New York's statute never mentions civilian ownership at all.[19]
